These panels have always been provided by the manufacturer/supplier in bare-steel, and minor/harmless surface rust is not unusual, nor should it be of any considerable issue in the course of proper cleaning, surface-prep, priming and painting. They've been delivered this way for decades, and all Thunderbird parts suppliers buy these from the same source.
